Background of the study
Information and Communication Technology (ICT) hubs hosted within libraries offer training in computer skills, coding, and digital entrepreneurship, addressing critical skill gaps in the labor market (Rahman, 2023). In Nigeria, library‑based ICT hubs have been linked to improved job prospects, with trainees securing roles in the tech sector or launching online businesses (Okon, 2024). Ede South LGA, characterized by youth underemployment and limited vocational training centers, has seen the emergence of library ICT hubs aimed at empowering residents with market‑relevant digital competencies (Adewale, 2025). These hubs typically provide access to high‑speed internet, software applications, and certified trainers, enabling participants to develop web design, data analytics, and e‑commerce skills (Nwosu, 2024). Despite anecdotal success stories, there is a lack of systematic assessment of how library ICT hubs influence employment outcomes in Ede South. Key variables—such as program curriculum, participant demographics, and linkage to job placement services—require evaluation to determine best practices for scaling ICT hubs as unemployment reduction strategies (Ibrahim, 2025).

Statement of the problem
Although library‑based ICT hubs in Ede South LGA aim to bridge digital skill gaps, local employment statistics indicate persistently high youth unemployment rates (Chukwu, 2024). Preliminary feedback from hub participants highlights challenges including insufficient advanced training modules, lack of certification pathways, and weak connections with employers (Yakubu, 2025). Without empirical evidence on program effectiveness and labor market integration, policymakers and library managers cannot refine ICT hub models to maximize employment impacts.

Objectives of the study

 

To evaluate the training offerings, infrastructure, and resources of library ICT hubs in Ede South LGA.

 

 

To assess the impact of ICT hub participation on trainees’ employability and job placement rates.

 

 

To identify challenges and propose enhancements for ICT hub programs.

 

Research questions

 

What ICT training programs and resources are provided by library hubs in Ede South LGA?

 

 

How does participation in these hubs affect trainees’ digital skills and employment outcomes?

 

 

What operational factors influence the success of library‑based ICT hubs?

 

Significance of the study
This assessment will inform library authorities, vocational training agencies, and employment policymakers on leveraging ICT hubs to address unemployment. By highlighting effective training models and addressing programmatic gaps, stakeholders can strengthen digital skills pipelines, foster entrepreneurship, and enhance labor market alignment in Ede South LGA (Okeke, 2023).

Scope and limitations of the study
The study focuses on library‑based ICT hubs operating within Ede South Local Government Area. It excludes private tech training centers. Limitations include evolving ICT curricula and self‑selection bias among participants.
